The defender, who has been linked with a move away from Italy for some time.
With rumours Napoli boss Marizio Sarri is set to join Chelsea, it would see Kouibaly reunite with his boss, where the defender has played his best football.
The fee would be a new club record for Chelsea, beating the fee paid for Alvaro Morata from Real Madrid last Summer.
However, Chelsea will be concerned that the lack of Champions League football and the appointment of former Blues boss Carlo Ancelotti at Napoli could stop any potential deal.
