Chelsea is reportedly close to signing Dutch wonderkid Ian Maatsen from PSV Eindhoven according to reports from the Netherlands.
The Blues are looking to beef up their youth system and according to Dutch journalist Martijn Visscher, the English giants are hoping to seal the deal for the defender.

He currently plays in the central defense position in the youth side of PSV but has high expectations to become a true star at the club. The Dutch side has a knack for producing top talents and Maatsen has been tipped for greatness.
Chelsea has one of the best youth systems in Europe and will certainly be better off with Maatsen in their setup going forward.
The 16-year old will be expected to join the U-18s and can play either in central defense or left back positions.
What will be unclear is when the player will be eligible to play in the first team or if ever, with the Blues most likely to send him out on loan when he matures in the youth teams.
Newcastle should land £10.8m-rated winger if they fail with Kenedy bid this summer
The Newcastle United fans have been absolutely delighted with Kenedy’s impact at the club since he joined on loan from Chelsea in January, and they are hoping the club will be able to turn his deal into a permanent one this summer.
Very little was known about Kenedy when he moved to Tyneside in the mid-season window, but he has rapidly established himself as one of the most talented young players in the Premier League within his stint so far.
The 22-year-old Brazilian could even build a case for the signing of the season considering the extent of Newcastle’s improvement since he joined the club.
The Toon Army propping up our bar in the tavern are eager to see their club sign him on a permanent basis, but they understand that interest from rival clubs and a lack of financial power could force the Magpies to abandon their interest this summer.
If that proves to be the case then Benitez will need to turn his attention towards signing another talent left-winger to ensure his side continue to progress next season, and one player they would be foolish not to consider is Nacer Chadli of West Bromwich Albion.
Chadli (valued at £10.8 million by Transfermarkt) is on the brink of relegation with the Baggies, but a player of his talent should be playing his trade in the top-flight of English football.
The Belgian international has barely played this season due to injury problems, and his absence has been sorely felt by West Brom in their bid for survival.
Chadli is a player who could inject creativity into a Newcastle side who have been rather devoid of inspiration at times this season, and his ability to make things happen in the final-third would certainly boost the Magpies hopes of achieving a top-eight finish next season.
Ultimately, West Brom will be forced to offload Chadli in the summer due to both footballing and financial reasons, so Newcastle should keep him firmly on their radar in the coming months in case they are unable to sign Kenedy from Chelsea.
