However, United were frustrated in negotiations with Spurs over Eric Dier earlier this summer and have abandoned their move for Rose, according to the Daily Star.
Rose has launched an outspoken attack on the club and questioned their lack of ambition.
The defender urged Spurs to sign more world class stars and admitted he would be open to offers if he could secure a huge deal elsewhere.

But Starsport understands United have now ditched plans to sign Rose with Spurs also adamant he will not be leaving this summer.
It is understood the London outfit reckon selling Rose would leave them in danger of appearing to pander to his wishes.

The Blues visit Wembley to take on Tottenham on Sunday and will table their bid for Rose afterwards.
